Vladimir Putin attends a functional demonstration of the ERA-GLONASS System at the exhibition within the scope of the Russian State Consul meeting

On 8 October, a field session of the Presidium of the Russian State Consul, chaired by the President of the Russian Federation Vladimir Putin, was held in Novosibirsk. Prior to the meeting, Mr. Putin visited the exhibition of achievements and modern technologies for the public road network, where he viewed a functional demonstration of the ERA-GLONASS National Accident Emergency Response System.

Head of the GLONASS Union Non-commercial Partnership for Development and Use of Navigation Technologies Alexander Gurko reported to Mr. Putin that System infrastructure has been deployed, passed all the tests and is operating in 83 Russian regions, and will commence full operation in January 2015. ERA-GLONASS project has major social significance and will save thousands of additional lives and mitigate the injuries of tens of thousands of traffic accident victims each year.

Mr. Gurko emphasized that this is the largest civilian GLONASS technology adaption project in Russia and will greatly contribute to the development of the entire national navigation market. The System can be used as a foundation for federal, government agency, and regional GLONASS in-vehicle systems.

During the Presidium of the Russian State Consul meeting "On upgrading the public road network with the aim of comprehensive reclamation and development of Russian territories" Mr. Putin pointed out that so far no funding has been allocated for the operation and maintenance of this system in 20152016. "What we already spent billions on cannot be abandoned halfway," he added; "Please keep this in mind and address this issue together with our colleagues on the fiscal side." Mr. Putin also noted: "The effectiveness of the ERA-GLONASS System relies on stable and uninterrupted mobile communications, which must reach every road in Russia."

The ERA-GLONASS System was built to save lives and mitigate the injuries of road traffic accident victims or casualties in other emergencies on Russian roads. Experts estimate that the system will help save up to 4,000 additional lives every year by reducing emergency services' time-to-arrival by up to 30%. Ministry of Transport of the Russian Federation is the Contracting Authority for the ERA-GLONASS Project; on 30 December 2013, the Transport Ministry signed the 2014 contract for the adoption of the ERA-GLONASS System with GLONASS Union, the Russian National Navigation Services Provider.
