GLONASS Union took part in the discussion of regulatory and engineering provisions for the ERA-GLONASS System at the Oboronexpo-2014 International Forum and Expo
The roundtable discussion "National Automotive Industry: Current State and Future Prospects" took place within the scope of the Engineering Technologies-2014 and the Oboronexpo-2014 Forum and Expo, held from 13 to 17 August 2014 in the city of Zhukovsky near Moscow. Victor Gladkih, GLONASS Union Director of Technical Regulation Service, took part in discussions on the present and future of domestic automotive market and presented a report on technical regulatory provisions for the operation of the ERA-GLONASS System.
Supporting the development of the technical regulatory framework in the field of navigation activities is among the priority GLONASS Union objectives. In the course of roundtable discussions, special attention was given to the subject of technical regulations, becoming especially relevant in light of the forthcoming operational launch of the ERA-GLONASS System.
State Automated Accident Emergency Response System ERA-GLONASS will commence full operation from the beginning of 2015; all transportation vehicles, undergoing Customs Union Type Approval procedure for the first time, will be required to be equipped with on-board ERA-GLONASS terminals. Starting in 2017, all vehicles entering service in Customs Union member states will be equipped with the terminals.
The primary document, setting forth the mandatory requirements for equipping vehicles with systems and devices for various purposes, as well as technical requirements for these systems and devices, is the Customs Union Technical Regulations "On the safety of wheeled transportation vehicles". Compliance with the Technical Regulations' requirements is ensured by using international, intergovernmental, and national standards. These standards, and ERA-GLONASS terminal requirements, established by the Technical Regulations, must be harmonized with these of the pan-European eCall System.
Amendments to the Customs Union Technical Regulations "On the safety of wheeled transportation vehicles", adopted on 30 January 2013, defined the requirements for equipping vehicles with ERA-GLONASS terminals. Development of the technical regulatory framework and its integration with the Russian State Standards System is continuing; ten National Standards, developed by the GLONASS Union, have been approved by Administrative orders of Rosstandart – Russian Federal Agency on Technical Regulation and Metrology, and an additional Standard is presently pending approval. Further, nine Intergovernmental Standards are being developed by the Union for devices and systems for alerting emergency services.
In the course of the 160th Session of the World Forum for Harmonization of Vehicle Regulations in Geneva in 2013, the decision was taken to establish, within the framework of its subsidiary body, the Working Party on General Safety Provisions (GRSG), an Informal Working Group for development of draft new UN regulation on Automatic Emergency Call System (AECS) under Chairmanship of the Russian Federation. GLONASS Union is a member of the Russian Federation Working Group and is actively engaged in development of international standards.
