Russian standards for ERA-GLONASS terminals are included in the list of standards of Customs Union Technical Regulation

Eurasian Economic Commission has approved changes to the lists of standards for the Customs Union Technical Regulation «On safety of wheeled vehicles» (TR CU 018/2011), also including national standards for the State ERA-GLONASS Accident Emergency Response System. The GLONASS Union has developed these standards and is actively working to improve the regulatory framework in the field of navigation technologies.

New changes have affected the List of requirement standards: GOST R 54619-2011 (requirements for data exchange protocols) and GOST R 54620-2011 (requirements for Accident Emergency Response systems/devices – ERA-GLONASS terminals). Herewith GOST R 54620 applies except for paragraphs 8.1.17 and I.2 (Annex I).

The List of test methods standards now included: GOST R 54618-2011 (EMC test, resistance to mechanical and environmental factors), GOST R 55530-2013 (functional test methods), GOST R 55531-2013 (sound quality), GOST R 55532 -2013 (test of the accident time), GOST R 55533-2013 (testing of communication modules), GOST R 55534-2013 (testing of navigation modules) and GOST R 55533-2013 (testing of communication modules). Herewith GOST 55531 and GOST R 55534 apply except for the items which specify test methods for compliance excluded from GOST R 54620. GOST R 55533 is using in appliance with the section 6 for testing satellite navigation equipment.

Customs Union Technical Regulation «On safety of wheeled vehicles» (TR CU 018/2011) will enter into force on 1 January 2015. Technical regulation for wheeled vehicles carried out in order to ensure a socially acceptable level of safety and performance of the states - members of the Customss Union of its obligations arising from participation in international agreements in the field of safety of wheeled vehicles. The requirements of technical regulations harmonized with the requirements of Regulation Economic Commission for Europe of the United Nations (UNECE Regulations).

The ERA-GLONASS System will be put into operation since the beginning of 2015. According to the Customs Union Technical Regulation "On safety of wheeled vehicles" since January 1st 2015 the presence of ERA-GLONASS equipment will required for all new vehicles, which for the first time undergo conformity assessment in the form of type approval. Since January 2016 – for all newly introduced models of intended for passenger transportation, transport of hazardous cargo and garbage trucks. Since January 2017 it will be required for all categories of newly introduced vehicles intended for sale in the Customs Union territory.
