Russian experience of building ERA-GLONASS will be used in Belarus

February 4th was held a working meeting of the State Military-Industrial Committee of the Republic of Belarus and GLONASS Union dedicated to the establishment of Accident Emergency Response System ERA-RB.

The ERA-GLONASS System was put into operation since the beginning of 2015. According to the Customs Union Technical Regulation "On safety of wheeled vehicles" (TR CU 018/2011) since January 1st 2015 the presence of ERA-GLONASS equipment is required for all new vehicles, which for the first time undergo conformity assessment in the form of type approval. Since January 2017 it will be required for all categories of newly introduced vehicles intended for sale in the Customs Union territory. The creation of same Accident Emergency Response systems is planning in Belarus and Kazakhstan.

"We are ready to give full support to our colleagues from Belarus, Kazakhstan and other countries of the Customs Union in the creation of emergency response systems," - said GLONASS Union President Alexander Gurko. "- The creating of harmonized systems will provide safe and unobstructed transportation of vehicles and goods via international transport corridors passing through the territory of our countries. The implementation of the general technical solutions to such systems will create a common security space on the roads of the Customs Union. Belarusian competence in the field of microelectronics and instrumentation can be successfully used in the EAEC, and Belarusian companies have a unique ability to scale business in Russia and Kazakhstan."

The project ERA-RB was launched in 2013. At the moment there are already developed a set of navigation equipment, established the National Information Navigation Center which provides navigation services for road transport management, presented a pilot site of ERA-RB in Minsk, and created a pilot call center. There is discussing an issue of creation of the Center for the certification of navigation-communication equipment, based on "AGAT Control Systems" (jurisdiction of State Military Industrial Committee of RB).

"The Republic of Belarus cannot stand aside from global processes and should not lag behind in the field of modern technologies, including in the satellite navigation system GLONASS" - said State Military Industrial Committee of RB First Deputy Chairman Igor Bykov. "- State Military Industrial Committee oversees navigation activities in the Republic of Belarus to consolidate state market of navigation services under a single holding company, which will engaged, inter alia, in the further development of the ERA-RB."

The unique experience of GLONASS Union in creating emergency response system ERA-GLONASS will help colleagues from Belarus to maximize the effectiveness of work on the construction of ERA-RB.

Specialists of GLONASS Union and State Military Industrial Committee of Republic of Belarus will jointly draft a roadmap of the commercialization of ERA-RB considering of the creation of CA for vehicles and navigation devices, as well as the possibility of the development and production of equipment for satellite navigation. The Russian side will share existing competencies in the field of standardization, certification and testing of navigation devices, as well as the development of commercial services based on the system infrastructure.
