National ERA-GLONASS System to commence full operation

The ERA-GLONASS National Accident Emergency Response System will commence full operation starting 1 January 2015. The System's core objective is saving lives and mitigating the injuries of traffic accident victims or casualties in other emergencies on Russian roads.

ERA-GLONASS is the world's first national road safety system that employs state-of-the-art satellite navigation, mobile communications, integrated electronics, and vehicle manufacturing technologies, and was completed ahead of similar projects abroad, including in the U.S. and European Union. 

Within the scope of the project, ERA-GLONASS System infrastructure was deployed in 83 Russian regions, integrated with 1-1-2 systems, emergency response services, and a number of other government systems, a new set of national technical requirements was approved, and the Federal Law "On National Automated Information System ERA-GLONASS" was adopted (came into force on 1 January 2014).

"The ERA-GLONASS System is a national-scale project; it was implemented in Russia by Russian companies," noted Alexey Semenov, Director of the Development Programs Department of the Russian Ministry of Transport. "The project was launched five years ago, in October 2009, by the Presidential Commission for Modernization and Technological Development of the Russian Economy. Five years later, in December 2014, the Russian Ministry of Transport – the Contracting Authority for the ERA-GLONASS System, and the GLONASS Union – the exclusive general contractor for building and implementing the System, completed System commissioning. Comprehensive trials, conducted in all Russian regions, demonstrated that the System is ready for full operation starting 1 January 2015."

In July 2014, key decisions pertaining to the development of the ERA-GLONASS Project were made by the Russian President Vladimir Putin; the ERA-GLONASS System will serve as the basis of the national navigation information infrastructure for the transportation system and promote the development of domestic GLONASS technology market.

"The recently completed ERA-GLONASS System can be used in a variety of ways and can perform a wide range of tasks," said GLONASS Union President Alexander Gurko. "For the motorists, of the highest significance are the free emergency alerts in event of accidents. For the business, the System opens up new market opportunities and reduces infrastructure barriers to developing high-technology services: information services, insurance telematics, technical support. For the government, it is the secure national medium for transportation system navigation data, as well as substantial (up to 50%) savings in implementation of other navigation projects in transportation. And last but not least, it is a complete Russian high-technology export product."

GLONASS Union members were actively involved in the ERA-GLONASS Project: "In Central, Northwestern, Southern, Volga, and Ural Russian Federal districts, the System is built primarily on Rostelecom infrastructure," stated Pavel Roytberg, Executive Director, Innovations Center at Rostelecom.

"Of all mobile communications providers – ERA-GLONASS partners, MTS was the first to take part in comprehensive system trials, and by the end of 2013 achieved complete integration with ERA-GLONASS network nodes in all 83 Russian regions," noted Elena Nechai, Director for Business Segment Marketing at MTS. "This past year we continued with this the work, ensuring eCall flag functionality support throughout the entire MTS network in the country. In addition, to shorten project implementation times, our company provides leased local and long-distance communication links in 42 Russian regions." 

 "VimpelCom is an innovative communication solutions provider, actively involved in the development of the promising motorist services market, and offering SIM cards with a dual profile – ERA-GLONASS and Beeline," commented Dmitry Yakovelv, Director for Operational Support for business and corporate sales at VimpelCom. "We have now completed configuring our networks to support the operational launch of the ERA-GLONASS System. A series of rapid-switch tests between Beeline and NIS-GLONASS profiles using on-board telematics units from both domestic and foreign manufacturers was successfully completed in the fall of 2014. Test results demonstrated the full service capability of the new sets." 

"ERA-GLONASS is a large-scale infrastructure project, and operational launch of the system is an important event for all companies, involved in its implementation. MegaFon provided deployment sites and principal communication channels for the System. In 2014 we implemented eCall flag functionality support in our network. If an emergency alert is transmitted by a terminal with a SIM card that registers with the MegaFon network, the alert will successfully be transmitted to the ERA-GLONASS System," commented Evgeny Chermashentsev, Director for Infrastructure at MegaFon.
