GLONASS comes to Kyrgyzstan

The GLONASS UNION held a business mission in the Kyrgyz Republic with the support of Ministry of Economic Development of Russia. During the business trip, there was a series of meetings with representatives of government agencies, ministries and major companies to discuss issues of implementation of satellite navigation technologies based on GLONASS in the republic, as well as the creation of a national emergency response system.

Kyrgyzstan is preparing to join the Customs Union in 2015. According to the requirements of technical regulations of the Customs Union "On the safety of wheeled vehicles", starting from January 1, 2015, all new cars going through the type approval for the first time in the territory, must be fitted with emergency response services devices/systems. From 2017, all new cars coming into operation in the countries of the Customs Union will be equipped with these devices. In this regard, the Kyrgyz Republic shows its interest in the Russian experience of creating an emergency response system.

Specialists of GLONASS UNION discussed issues relating to the requirements of technical regulations of the Customs Union and implementation of emergency response systems with the Deputy Minister of Economy of the Kyrgyz Republic Danil Ibrayev, a member of a working group on the accession of Kyrgyzstan to the EEU.

The Russian side offered to consider the possibility of establishing a joint Kyrgyz-Russian operator, who will create a system similar to the Russian ERA-GLONASS. The project can enlist the services of Russian-Kyrgyz Development Fund, which will be established within the framework of the Federal Law "On the ratification of the Agreement between the Government of the Russian Federation and the Government of the Kyrgyz Republic on the development of economic cooperation under the Eurasian economic integration."

During the meeting with Kubanychbek Kulmatov the mayor of Bishkek, business mission participants discussed the monitoring of public transport in the capital of Kyrgyzstan. The city needs an efficient monitoring system, since the number of buses, trolleybuses and route taxis equals several thousand units. Solutions that are used to manage public transport in Russia and will help automate the process of the fleet management, increase productivity and safety in transport were presented to the participants.

Also as part of the business mission, the Russian delegation negotiated with representatives of the State Customs Service of Kyrgyzstan, Gazprom Neft Asia Company, National Electric Network of Kyrgyzstan JSC and other enterprises and institutions interested in implementing navigation technologies in the country.
