Development of the ERA-GLONASS Program

The idea to utilize the capabilities of the Russian GLONASS global navigation satellite system for improving the safety on domestic roads took shape in June 2009.

In July 2009, only a month later, the project for building the Accident Emergency Response System – ERA-GLONASS – was presented at the session of the Workshop No. 6 (Space and Telecommunications) of the Presidential Commission for Modernization and Technological Development of the Russian Economy. In October 2009, the ERA-GLONASS Project was approved by the Presidential Commission and advanced from conceptual to implementation phase.

Further events unfolded just as rapidly. In April 2010, the Commission approved ERA-GLONAS Project implementation chart. On 14 May 2010, RF Government Resolution No. 731-r designated JSC "Navigation Information Systems", which at the time held the status of the National Navigation Services Provider, as the sole general contractor for implementation of the ERA-GLONASS Project. On 25 May 2010, Government contract No. 778-P001/10 for the preliminary design of the ERA-GLONASS System was signed between the general contractor and the Government Contracting Authority – Russian Federal Space Agency. And thus, the ERA-GLONASS Project was launched.

The ERA-GLONASS Project was not only launched in record time – it took less than a year to go from an idea to the first government contract, the proposal also called for it to be completed in five years – by January of 2015!

SYSTEM:

INTERNATIONAL

Russian system will be harmonized with the functionally similar eCall system, which will begin operating in the European Union in 2015.

INNOVATIVE

There are no operational equivalents to the ERA-GLONASS System in the world.

3.
LARGE-SCALE

The system will work throughout the entire territories of Russia and Customs Union member states.

4.
INTERDEPARTMENTAL

With ERA GLONASS system operation ensure coordination with system 112 by means of Ministry of Internal Affairs of the Russian Federation, Russian Emergency Ministry, ambulance and emergency operations services.

In 2012, the ERA-GLONASS Project implementation plan was modified: the Russian Ministry of Transport was designated as the Government Contracting Authority, and the Nonprofit Partnership GLONASS, which by then became the National Navigation Services Provider, was designated the sole general contractor (RF Government Resolution No. 1732-r dated 18 September 2012) .

Government ERA-GLONASS System was commissioned in January 2015.
