Regulatory control

Satellite navigation technology is a new, actively evolving sector. Up until recently, regulatory and legal framework that governs this field was limited to separate regulatory and legal acts that did not form a coherent regulatory system, as well as separate legal provisions, contained in industry sector regulatory legal acts.

Public regulation of navigation activities is based on the Federal Law, dated 14 February 2009, "On navigation activities", which was aimed at creating conditions for satisfying the demand for navigation means and services.

Navigation activities are governed by principal regulatory and legal acts: Presidential Decree No. 638, dated 17 May 2007, "On using GLONASS global navigation satellite system for the benefit of social and economic development of the Russian Federation", Russian Federation Government resolutions, and federal executive bodies' administrative orders.

Russian regions also legislatively regulate application of satellite navigation technologies for the benefit of social and economic development of Russian regions.
