VLADIMIR PUTIN ORDERED TO START THE CREATION OF RUSSIAN SERVICE INFORMATION TELEMATIC PLATFORM

Recieving the relevantly unbelieved telematical information from state and non-state systems this platform may allow the great synergetic effect of the significant interest and use of the state.

Vladimir Putin instructed the Russian government to prepare proposals for the creation of a Russian information and telematic platform by December 1. All data on road transport and road infrastructure from ERA-GLONASS, Platon, STSI, Ministry of Transport, security and search operators, technical services, geoinformation services and many other public and private information systems will flow into it. In the nearest future, this platform will become the main one for the organization of no driver cars.

According to the instruction of Russian President Vladimir Putin, the government of the Russian Federation must prepare a report on the creation of a Russian information and telematic platform by 1st December of this year.

The platform will accumulate information in transport sector, including estimating traffic congestion, optimizing traffic flows, forecasting emergencies and dangerous situations, monitoring the condition of urban and transport infrastructure equipment. In addition, it will become a universal base for implementing the concepts of "connected car" and "smart" urban mobility, and will also undertake the provision of payment services, such as parking fees, toll collection, transport tax and multimodal fare.

As the co-head of the working group "Autonet" of the National Technological Initiative, the president of the non-commercial partnership "GLONASS" Alexander Gurko told Izvestia, that in December 2017 will be presented the road map, the concept and proposals for creating the platform, as well as prototypes of some solutions. 

According to Alexander Gurko, issues of information exchange and interface will be worked out with JSC GLONASS, the Ministry of Transport, the Ministry of Natural Resources, Rostelecom and other operators of state and non-government systems, as well as service providers. The platform will be interfaced with the main state automated information systems, including the ERA-GLONASS emergency response system and the Plato payload system, as well as with the systems of car manufacturers, operators of security and retrieval systems and technical assistance, urban transport management, logistics services and geoinformation services. 

According to the plans of the Ministry of Transport, a uniform standard of transport telematics, ensuring the interaction of vehicles with each other and with transport infrastructure, will be developed in November. By this time, the principles of standardization and certification of intelligent transport systems based on the integrated use of satellite navigation technologies GLONASS/GPS and wireless communication systems will also be developed. GLONASS (operator ERA-GLONASS) told Izvestiya that the company participated in the working group of the Ministry of Industry and Trade, where they develop a roadmap for introducing regulatory and legal changes for the introduction of telematic transport systems, the development of innovative technologies and improving safety at roads.

Alexey Shipulin, Senior Vice President, Telematics Development, Meta System, noted the importance of creating a single platform that can become the basis for the creation of intelligent transport systems.

"The information that the platform will aggregate will be used to build intelligent transport systems for organizing traffic in cities and on major highways," said Alexey Shipulin.

Russian service information and telematic platform will be a single federal automated system that collects, processes, stores and analyzes information from many other information systems. The main "life-supporting" components of the platform will be a single central database, elements that will exchange data with external systems, and a subsystem for processing and analyzing "large data" with the ability to support decision making and forecasting the development of situations. The collection of information directly from cars to the platform is not planned, so its creation does not require the installation of additional equipment in vehicles.
