ERA-GLONASS will be commissioned in December 2013
"Continuous operation of the ERA-GLONASS Accident Emergency Response System will commence in December 2013. The System will save lives and safeguard the health of four thousand people each year through a reduction in the emergency services' response time. "ERA-GLONASS" is linked with the European eCall System," stated Deputy Transport Minister of the Russian Federation Alexey Tsydenov.
The State Contracting Authority for building the System is the Ministry of Transport of the Russian Federation. National Navigation Services Provider GLONASS Union is designated as the sole general contractor for building the State Automated Accident Emergency Response System ERA-GLONASS in accordance with the Russian Federation Government Executive Order.
"Within the scope of the work under the government contract with the Ministry of Transport of the Russian Federation, GLONASS Union built the infrastructure and conducted comprehensive testing of the ERA-GLONASS System in 60 Russian Federation regions (as of 01 October 2013). The work in all 83 regions will be commissioned by 25 October 2013", said GLONASS Union President Alexander Gurko.
ERA-GLONASS infrastructure will be built in 83 Russian regions and includes: One first-level Navigation Information Center (NIC), seven second-level NIC, and 72 regional routing points (RRP). Presently completed are the first-level NIC, four second-level NIC, and 13 RRP, the work on three second-level NIC and 59 RRP is nearing completion.
"Rostelecom is the principal participant in building the ERA-GLONASS System," noted Pavel Roytberg, Executive Director, Innovation Center at Rostelecom. "The Company provides its own technology platforms, communication channels, Internet access and VPN services for Project implementation in 48 Russian regions, as well as develops standard technology solutions for integration of the ERA-GLONASS and the «1-1-2» systems."
Trial integration and preparation for continuous operation of the ERA-GLONASS System with the «1-1-2» System and the Russian Ministry of Interior Mobile Police Patrol Management System (RMI MPPMS) began in September 2013. Trial integration has been successfully completed in three regions – Kazan, Astrakhan, and Kursk. Similar trials will shortly be conducted in Krasnodar and Tula. In addition, successful integration trials of the ERA-GLONASS and the RMI MPPMS systems were held in for regions – Novosibirsk, Ufa, Rostov-on-Don, and Kazan. Trials in Krasnodar will be taking place on the fourth of October.
Taking active part in the work on the project are Rostelecom and MegaFon – responsible for the ERA-GLONASS Accident Emergency Response System deployment sites, VimpelCom and MTS – for the availability of backup communication channels, while Cesar Satellite Group – for testing ERA-GLONASS terminal prototype samples.
