GLONASS Union and China’s Telematics Industry Application Alliance (TIAA) held the First Russian-Chinese Telematics Forum

The First Russian-Chinese Telematics Forum took place on 1 August 2014 in Dalian, China, concurrently with the meeting of the Subcommittee for Cooperation on Communication and Information Technologies of the Joint Commission for the Regular Meetings of Heads of Government of China and Russia.

The Forum was set up by the GLONASS Union – Russian National Navigation Services Provider – and China's Telematics Industry Application Alliance (TIAA). Within the scope of the Forum, GLONASS Union and TIAA signed a Memorandum on Mutual Cooperation, defining the aims and directions for joint efforts on applying navigation technologies in the transport sector.

The Forum was held with support by the Ministry of Industry and Information Technology of the People's Republic of China and the Ministry of Economic Development of the Russian Federation; ministries' representatives greeted participants with a welcome address.

Reports by Russian and Chinese Forum participants centered on analysis of the telematics market conditions and development trends, projects and programs in both countries for adoption of navigation technologies in transport, opportunities for implementation of major joint projects, development of GLONASS/BeiDou navigation chipsets and terminals, as well end-user services that use navigation information.

Within the scope of the Forum, GLONASS Union and TIAA signed a Memorandum on Mutual Cooperation. The Parties agreed to cooperate on adoption of standards for telematics, development and provision of telematics services, as well as for related sectors: digital cartography, development and production of GLONASS/BeiDou navigation chipsets, and in-vehicle navigation communication devices with emergency services alert functionality.

Memorandum also outlines a number of joint pilot navigation projects in border areas, as well as cooperation with the aim of establishing a Russian-Chinese Telematics Industrial Park.

Based on the results of the Forum, GLONASS Union and TIAA resolved to make it an annual international event. It will subsequently be held in Russia and China in turn, contributing to broadening international cooperation on GLONASS/BeiDou navigation technologies and implementation of joint projects and programs for the benefit of both countries' economies and business.
