The Government extends the duties of federal network navigation operator

April 14 Dmitry Medvedev, the Prime Minister of the Russian Federation, signed the Resolution on the specification of responsibilities and duties of the federal network navigation operator, which is the Non-Commercial Partnership For Development And Use Of Navigation Technologies (GLONASS Union) in accordance with the Governmental Resolution of May, 25 2012 "On the coordination of operations and services rendering in the field of navigation".

The Resolution specifies and revises the responsibilities and duties of the network operator.  The new duties include information and analytical support and prediction of development processes and satellite navigation implementation.  Federal network operator will carry out scientific and technological investigation of activities in the field of establishment and use of navigation and information technologies to the orders of legal and physical entities, as well as notify concerned federal executive and regional authorities of the Russian Federation on the topic of these issues.

The list of duties for the federal network operator includes monitoring and identifying the most promising navigation projects and determining their potential for production and execution on the external and internal markets and participation in preparation of initiatives for the improvement of legal acts and engineering regulations in the navigation sphere.  

"This Resolution aims at strengthening such business areas of the federal network operator, which is GLONASS UNION, as information and analytical support for GLONASS consumer technologies implementation, as well as prediction of navigation technologies development. This necessity is conditioned upon several factors", says Aleksandr Gurko, the President of the GLONASS Union, "The first one is the increase of the number of active Russian navigation market participants. In particular, GLONASS technologies are used by many federal authorities, including MIA, Mintrans, EMERCOM, Ministry of Healthcare. Many constituents of the Russian Federation feature established and effective regional navigation and information systems. The second factor is the state support of GLONASS technologies export, including through establishing development institutes, such as GLONASS Fund and navigation technoparks. The third factor is coming from the growing innovational activity in the sphere of navigation technologies. This includes indoor navigation, extra precision navigation and guaranteed reliability navigation, and, in the foreseeable future – navigation for robot-mobiles, UAV and robotics."

GLONASS Union, in terms of the Resolution, will aim at creating environment for large-scale GLONASS implementation into the country's economy, provision of uniform technological control in the navigational sphere, as well as ensuring fulfilling of requirements of technical regulations in terms of certification of systems and hardware and software navigation systems.
